From November, 1921, to February, 1922, Britain, France, and the United States met in Washington, D.C. and agreed to limit naval armaments. European statesmen followed that conference with their own at Locarno, Italy in 1925, to guarantee Germany's sovereignty against France. They sponsored German membership in the League of Nations and pledged further disarmament. The "spirit of Locarno" enthralled optimists who believed a new milestone had been reached on the road to peace. Still aglow with hope, statesmen met again in Paris in 1928 to sign a pact outlawing war. After ages of conflict, twentieth-century statesmen had deciphered the combination to peace on earth! Really?
